It’s been a while since I drove through Kansas but I’m positive I never saw an ocean there. Which in turn means my chances of seeing a coral reef there are slim to never-gonna-happen.
An environmental report from USDA Rural Development is focused on location, location, location. So there are no boxes to check to prove a project might damage a coral reef in Kansas because, well, you guessed it.
Now, a project in Guam or Hawaii is another story altogether.
